NAGOYA, Japan – In a landmark consensus decision, the 193-member UN Convention on Biological Diversity (CBD) will close its tenth biennial meeting with a de facto moratorium on geoengineering projects and experiments. “Any private or public experimentation or adventurism intended to manipulate the planetary thermostat will be in violation of this carefully crafted UN consensus,” stated Silvia Ribeiro, Latin American Director of ETC Group.
The agreement, reached during the ministerial portion of the two-week meeting which included 110 environment ministers, asks governments to ensure that no geoengineering activities take place until risks to the environment and biodiversity and associated social, cultural and economic impacts have been appropriately considered. The CBD secretariat was also instructed to report back on various geoengineering proposals and potential intergovernmental regulatory measures.
The unusually strong consensus decision builds on the 2008 moratorium on ocean fertilization. That agreement, negotiated at COP 9 in Bonn, put the brakes on a litany of failed “experiments” – both public and private – to sequester atmospheric carbon dioxide in the oceans’ depths by spreading nutrients on the sea surface. Since then, attention has turned to a range of futuristic proposals to block a percentage of solar radiation via large-scale interventions in the atmosphere, stratosphere and outer space that would alter global temperatures and precipitation patterns.

Follow-Up on Chemtrail Story
A scientist now confirms that the United States military funded research which led to a patent suspected of making so-called "chemtrails" in our skies. In this follow-up report, investigative reporter Jeff Ferrell also discovered a U.S. Air Force manual called "Owning the Weather in 2025," which describes the very same approach.
- Ferrell's original report aired on KSLA News 12, the CBS-TV affiliate in Shreveport, Louisiana where he works as a reporter and anchor. The story attracted attention from hundreds of people across the country and Canada. They watched it on YouTube, Google Video and a host of other web sites that posted the story. In turn, those viewers began emailing and calling the station.

Weather modification technology is in use today in the United States, Russia, China, and Cuba. The projects involve the manipulation of the ionosphere and the alteration of the earth’s magnetic fields. This technology seems to have both localized and global capabilities. Evidence also indicates that this technology has the capability of manipulating human behavior and mood patterns.
All of this amazing technology originated from a Serbian immigrant named Nikola Tesla, who came to the United States just in the 1890s. Tesla experimented with electromagnetic flux and studied the earth’s gravitational field. During his research he discovered that ionization of the atmosphere would alter when it was charged by radio wave transmissions in the low frequency range of 10 to 80 Hz.
Further studies indicated that with positive ionization, people and animals became tired and lethargic and with negative ionization the effect was one of feeling active and energetic. Another interesting aspect of this technology is the effect which harmonious radio frequencies make when they impact air molecules.
The molecules become excited and give off negatively charged electrons which readily combine with hydrogen and oxygen to produce water molecules. But even more profound is the fact that this type of radio wave also carries positively charged ions through the ionosphere into the magnetosphere. The positively charged ions then become trapped in the Van Allen belts, traveling between the Aurora Borealis and the Aurora Australis, right where we coincidentally have holes in the ozone layers.

3. How to Wreck the Environment… Devastation as Government Policy
In 1968, Professor Gordon J.F. McDonald, a member of President Lyndon Johnson’s Science Advisory Committee, elaborated in great detail on the state-of-the-knowledge weather modification technologies in a book chapter called “How To Wreck the Environment.”
“The key to geophysical warfare,” McDonald wrote, “is the identification of the environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy.”

For centuries, humans have been trying to control the weather and to some extent, we've succeeded. We can, to a limited extent, give clouds a hand in making rain through a process called cloud seeding. But now, the Air Force is looking at cloudseeding as a weapon of sorts, or at least a tool in gaining military advantages. Hi, I'm Dave Thurlow from the Mount Washington Observatory and this is The Weather Notebook.
In a report titled "Owning the Weather in 2025", the Air Force explores how the US military could use the weather to their advantage in the line of battle. They propose to create rain by cloud seeding...turning battlefields into mudbaths in order to immobilize enemy troops. Another weather weapon proposed involves triggering lightning storms over airfields to keep enemy aircraft on the ground. And a third -- fire lasers to burn through heavy fog, giving US planes a better view of enemy targets. Sounds plausible I guess, but there's a problem. In 1977, the United States signed a UN resolution that forbids changing the weather for hostile purposes.
So, where does that leave weather-based weaponry? For now anyway in the forecasting field. Better forecasting allows the military to use changing weather to its advantage.
But that doesn't mean the US military has stopped keeping track of weather modification technology. In fact, private companies work on weapons that battle weather - like cloud seeding over drought-stricken farms, and laser fire into thick runway fog. So, the military is keeping a close eye on how that technology can be used for military purposes in the future.

“Sinister clouds up to 350 km long appear all of a sudden on the radar, but only on the metrological radars. The first time it happened was in the summer of 2005, and then in March of 2006. The German Army has admitted having war exercises toward the borders with the Netherlands.
“For Karsten Brandt, meteorologist, this is the answer to the enigma: 'The Federal Army is manipulating the metrological maps. We can state with 97% certainty that we have on our hands chemical trails (chemtrails), comprised of fine dust containing polymers and metals, used to disrupt radar signals.
'This is their main purpose, but I was surprised that this artificial cloud was so widespread, The radar images are stunning considering the needed tons of dispersed elements. Although the Federal Army claims that only small amounts of material were propagated. The military heads claim that the substances used are not harmful.'
“The registers report emissions of chemtrails at low altitudes. In the United States of America there are protest after protest for many years now against these military operations and now people are mobilizing in Germany, as well.
“For example, Johannes Remmel of the Greens: 'It's obvious that enormous regions are being polluted with clandestine actions, but all of this has to be made public. The government must provide explanations to the unsuspecting population.'
“Yet, the story continues: in the following three weeks the instruments register other activities of suspicious aircraft, similar to the previously mentioned, above other areas of Germany. Meanwhile, the satellite imagery is clearly counterfeited by the military.
Karsten Brandt: 'From our observations, we can conclude that they fly over the regions of Westphalia, Bielefeld, the Ruhr zone to Saxony and Hamburg, forming a really dense layer of artificial cloud-cover. Weather manipulation is prohibited.'

The sanguine Sunrise, with his meteor eyes,
And his burning plumes outspread,
Leaps on the back of my sailing rack,
When the morning star shines dead;
As on the jag of a mountain crag,
Which an earthquake rocks and swings,
An eagle alit one moment may sit
In the light of its golden wings.
And when Sunset may breathe, from the lit sea beneath,

And the crimson pall of eve may fall
From the depth of Heaven above,
With wings folded I rest, on mine aery nest,
As still as a brooding dove.
That orbed maiden with white fire laden,
Whom mortals call the Moon,
Glides glimmering o'er my fleece-like floor,
By the midnight breezes strewn;
And wherever the beat of her unseen feet,
Which only the angels hear,
May have broken the woof of my tent's thin roof,
The stars peep behind her and peer;
And I laugh to see them whirl and flee,
Like a swarm of golden bees,
When I widen the rent in my wind-built tent,
Till the calm rivers, lakes, and seas,
Like strips of the sky fallen through me on high,
Are each paved with the moon and these.
I bind the Sun's throne with a burning zone,
And the Moon's with a girdle of pearl;
The volcanoes are dim, and the stars reel and swim
When the whirlwinds my banner unfurl.
From cape to cape, with a bridge-like shape,
Over a torrent sea,
Sunbeam-proof, I hang like a roof,--
The mountains its columns be.
The triumphal arch through which I march
With hurricane, fire, and snow,
When the Powers of the air are chained to my chair,
Is the million-colored bow;
The sphere-fire above its soft colors wove,
While the moist Earth was laughing below.
I am the daughter of Earth and Water,
And the nursling of the Sky;
I pass through the pores of the ocean and shores;
I change, but I cannot die.
For after the rain when with never a stain
The pavilion of Heaven is bare,
And the winds and sunbeams with their convex gleams
Build up the blue dome of air,
I silently laugh at my own cenotaph,
And out of the caverns of rain,
Like a child from the womb, like a ghost from the tomb,
I arise and unbuild it again.

Synonyms include 1,2-dibromoethane, glycoldibromide, and bromofume.
- Persons whose clothing or skin is contaminated with liquid ethylene dibromide (above 50ºF) can secondarily contaminate others by direct contact or through offgassing vapor.
- A liquid at room temperature, ethylene dibromide readily penetrates skin, cloth, and other protective materials such as rubber and leather. It is nonflammable.
- Ethylene dibromide is a colorless, heavy liquid with a sweet chloroform-like odor. It's odor is not detectable at a low enough concentration to be considered a warning of excessive exposure.
- Absorption can occur by the inhalation, oral, and dermal routes. It is toxic by these three routes of exposure. Toxicity is thought to be due to metabolic products of ethylene dibromide.
